Then filled the spaces between the pillars with a cinder block foundation wall. Now that the mud and water is being held back from entering into the crawl space, we could focus on changing the environment down there. Then we installed a SaniDry dehumidifier that kept the overall humidity low. Now the space is clean and dry, and the ducts are operating much better.
